One of the most important socially significant state projects of the Republic of Kazakhstan is to provide citizens with a guaranteed amount of free medical care in order to reduce morbidity and mortality, improve the quality of life and improve the social climate in society. The purpose of this review is to study the history of creating a list of medicines for free and (or) preferential provision of certain categories of citizens with certain diseases (conditions) at the outpatient level and to analyze the practical problems of prescribing, using and providing medicines at the outpatient level. Materials and methods. A systematic review of the literature was conducted to identify studies that may be related to the analysis of drug provision and use of medicines at the outpatient level in Kazakhstan. The literature review was conducted using a search strategy designed to identify studies evaluating outpatient drug provision. Summary. The data obtained indicate the need for further improvement of drug provision at the outpatient level. To increase the availability of medical care to the population, it is necessary to further expand the list of nosologies and medicines at the outpatient level by reducing hospitalization and reducing inpatient treatment. The amount of funding and coverage of patients with drug provision at the outpatient level remains incomplete, while the distribution of budget funds by region is uneven. To ensure full coverage of patients with drugs at the outpatient level, additional funds need to be allocated, which requires the development of mechanisms to equalize the financing of the outpatient care system, taking into account the differences in per capita funding. The presence of significant inconsistencies between the recommended values of who indicators and clinical practice requires continuous training of health professionals in the field of problem pharmacotherapy.
