QUALITY MANAGEMENT IN RESEARCH: GUIDELINES AND SPHERES OF INFLUENCE

Summary:
In all the variety of medical research, from fundamental to search, the nature and results are increasingly included in the coordinate system of strategic planning and increasingly affect the practical component of professional activity. Purpose: to consider the possibilities and spheres of influence of the quality management system on the results of research activities. Materials of the scientific review. The main methods used were analytical, bibliometric, scientific studies, and the method of analogies and comparisons. Results and discussion. There are constant comments about the low level of quality of scientific information, and opinions that the scale of efforts to create innovative products is not adequate to the results obtained. Research and implementation of its results implements one of the leading positions of TQM-orientation to the needs of the end user-practical health care. Key developments in the field of labor rationing for researchers were carried out mainly in the 1960s and 1980s by both Soviet and foreign scientists. The topic was covered mainly in indicators of financial and economic justification of activities. In modern conditions, an active search for effective approaches to managing labor costs continues, and methods are being developed to improve the efficiency of research activities by increasing the "mass" of products produced and introducing progressive labor organization, building various types of models that mimic reality or are aimed at optimizing activities. In General, a comprehensive influence on all components of the scientific activity of a medical organization based on the principles of quality management can actually increase the level of "return" from creative work, and constant attention to this problem forms the interest of the scientific community in reflecting research results. In General, the technological breakthrough in medicine and health care occurred not only due to high achievements in science, but also due to the development of scientific communication and cohesion of research teams, flexible response to current requests. Conclusion. For effective management and adequate evaluation of scientific activities, it is necessary to develop the philosophy of knowledge quality management as a relatively independent type of management aimed at creating, transferring, distributing, storing, using and developing knowledge, as well as at forming and applying the intellectual capital of a scientific (medical) organization. Knowledge management as a resource of scientific activity based on the principles of TQM is aimed at optimizing the activities of organizations, research teams, and self-realization of the scientific potential of scientists and specialists. By developing supporting information systems using common technologies and standard procedures for measuring and formalizing information in the framework of knowledge quality management, the scientific and technological level of scientific medical organizations is created and their competitiveness is ensured. At the same time, research activities in special situations are based on the principles of forced expediency with the absolute priority of other requirements-safety requirements.
