For effective management and adequate evaluation of scientific activities, it is necessary to develop the philosophy of knowledge quality management as a relatively independent type of management aimed at creating, transferring, distributing, storing, using and developing knowledge, as well as at forming and applying the intellectual capital of a scientific (medical) organization. Knowledge management as a resource of scientific activity based on the principles of TQM is aimed at optimizing the activities of organizations, research teams, and self-realization of the scientific potential of scientists and specialists. By developing supporting information systems using common technologies and standard procedures for measuring and formalizing information in the framework of knowledge quality management, the scientific and technological level of scientific medical organizations is created and their competitiveness is ensured. At the same time, research activities in special situations are based on the principles of forced expediency with the absolute priority of other requirements-safety requirements.
