DEVELOPMENT AND IMPLEMENTATION OF A CENTRALIZED ANALGESIA ROOM IN THE MEDICAL ORGANIZATION FOR PROPER PROVISION OF PATIENTS WITH NARCOTIC DRUGS AND PSYCHOTROPIC SUBSTANCES IN HOSPITAL (FOR EXAMPLE, TYUMEN CLINICAL HOSPITAL №2)

Summary:
Relevance. Lately, one of the priorities of public health is to improve the quality and effectiveness of medical and drug care in the hospital level. The first priority directions for solving this problem is to optimize the use of drugs and psychotropic substances (DPS) in the medical organization (MO) in the treatment and diagnostic process without threatening the quality and safety of medical care (MP). This process organized for ensuring the availability and continuity of treatment for each patient. The aim of the research was to develop and test the project «Centralized analgesia room» for developing DPS provision in the framework of the quality management system MO based on ISO 9001:2011 standards (for example, Tyumen clinical hospital №2). Materials and methods: The article presents the results of the content analysis of legal acts in the DPS sphere, lean- technology and manufacturing, statistical information and analysis of the pharmacy Tyumen clinical hospital №2. Results and discussion: DPS account for 3-5.0% or more of the total range of pharmacies in the Ministry of health and is in the field of view of law. MO, which has a large stock of strictly controlled DPS, need an orderly system of organization, management and control of the pain management service. During the study of the DPS system, we identified some problems such as a large number of premises for storage and release of DPS, which need not only to be technically strengthened, provided with equipment, but also to organize timely supply of DPS with a certain stock (depending on the category of premises); excessive documentary turnover, which requires a large number of trained specialists with access to the turnover of DPS, resulting in errors in accounting and reporting; increasing the delivery time of DPS to departments to provide high-quality and timely MP (pain management, premedication, anesthesia, palliative care) in the chain «pharmacist-nurse-doctor-patient». This problems have to be resolve immediately. Conclusions. Thus, Centralized analgesia room was developed and tested Tyumen clinical hospital №2 for optimizing, improving the DPS system the framework of the concept of quality management system MO based on ISO 9001. This project ensured quality and timely execution of medical prescriptions for use DPS in the offices of MO; increased efficiency and reduce costly mechanism to provide this type of MP; improved accounting and reporting; provided operational control over the procedure for prescribing and using DPS; ensured rational interaction in the work of pharmacies and departments MO.
