METHODOLOGY FOR DETERMINING THE OPTIMAL NUMBER OF MANAGERS OF MEDICAL ORGANIZATIONS

Summary:
Relevance. The role of the management apparatus in a medical organization primarily affects the effectiveness of the organization, as well as the availability and quality of medical care to the population. One of the priority tasks of the state policy of the Russian Federation in the field of development and improvement of the health care system is planning the training of highly qualified managerial personnel of the health care system. The purpose of the work. To develop a methodology for determining the need for managerial medical personnel, taking into account the typical features of a medical organization for the current state and for the future. Materials and methods. For the study, data from the federal form of statistical observation No. 30 "Information about a medical organization"were used. The study used the statistical method and the component method. Results. According to official statistical reports in the state medical organizations of the Russian Federation at the end of 2019, 20,527 people worked as chief doctors and their deputies. The visibility indicator for the number of Managers by the end of 2014 was 80%, or in absolute terms, the reduction was 5,102 people (2014-25,629 people, 2019-20,527 people). The share of Managers from the total number of doctors in 2019 was 3.7%, which is lower than in 2014 by 1.0 pp. When analyzing the ratio of the number of Managers and doctors, it was revealed that in 2019, there were 27 doctors per Head, and in 2014, this ratio was 1:21. Thus, there is a slight increase in the workload per Manager. Conclusion. The proposed methodology provides for the use of official data forms of federal statistical observation, minimizing labor costs in the calculation and a single methodology for planning the training of managerial personnel in the field of healthcare.
