Introduction. The improvement of the organization and management of budget dental clinics is associated with the development and implementation of strategic planning elements. The use of expert assessments is one of the information and analytical links that make it possible to determine strategic development priorities. Purpose of the study. Determine the strategic priorities of the budget dental clinic based on an expert assessment of its activities. Research material and methods. The basis of the study was the State Budgetary Clinical Dental Clinic No. 3 in Novosibirsk. According to a special expert map, including an assessment of 15 parties to the activities of the clinic, a survey of 55 specialists was conducted. Based on a point assessment of the strengths and weaknesses, contributing and restraining aspects of the activity using SWOT analysis methods, "sigmal deviations," significance groups were established. The integrated assessment of results with the calculation of relative importance factors (KOV) made it possible to determine strategic priorities with their quantitative significance. Results. The strengths of the clinic are the quality of surgical and therapeutic care, the safety of dental services, the qualifications of doctors, which will ensure the development of care by 87.3% and will amount to 45.1% of the importance of strategic priorities. The weaknesses are free service, pricing policy, technical equipment, application of new technologies, preventive activities, which by 85.2% reduce competitiveness and limit its development by 41.2%. To further improve the organization of assistance in the dental clinic, it is necessary to improve the provision of medicines and increase technical equipment, which will contribute to the expansion of diagnostic capabilities and the use of new technologies. The availability of free service and difficulties with the pricing policy will not allow the clinic to adequately ensure the improvement of these types of activities. Problems with territorial accessibility and weak preventive activities will not significantly affect the activities of the clinic.
