RATING OF SUSTAINABLE DEVELOPMENT OF HEALTH ORGANIZATION OF THE REGION

Summary:
Relevance. Currently, medical organizations providing assistance on an outpatient basis perform many tasks from preventive examinations to the rehabilitation of patients. At the same time, the polyclinic link is the sector of the health care system most susceptible to the influence of the external environment. Therefore, while increasing the efficiency of polyclinics, managers use different methods and techniques to such an extent that it is quite difficult to compare performance indicators and form a rating of medical organizations. Goal. The article is devoted to the rating of sustainable development of medical organizations in the region that provide primary health care to the urban population. Materials and methods. The study of the sustainable development of medical organizations was conducted in the period from 2012 to 2023. The average assessment of the indicators and the values of the indicators for the legislative framework were calculated based on the results of a sociological study of the opinions of the heads of medical organizations (2012 - 2018) and the data of the regulatory and legal analysis. The author's methodology for assessing the potential for sustainable development of medical organizations was used in the work. With the help of this assessment, a self-examination of 12 medical organizations providing primary health care to the urban population of Novosibirsk was carried out. Results. Carrying out a comparative analysis of medical organizations with different sizes of the population served, we came to the conclusion that there was no direct relationship between the size of the attached population and the potential for sustainability. However, the implementation of the concept of sustainable development makes it possible to achieve the effectiveness of the organization's activities in several directions at once. In the indicators of the group of leaders in the rating of medical organizations in the region that provide primary health care to the population, there is the best experience that contributes to sustainable development. On average, for the group of leaders, the sustainable development potential has been achieved by 61%, which is one of the best values in the region. At the same time, the indicators of the group of organizations occupying the bottom lines of the rating contain the potential for improving their activities. In addition, even the lowest values in the studied group of medical organizations exceed the average values by 1.5 - 2 times, which indicates the effectiveness of the polyclinics. As a result, the development potential in the studied group of organizations was revealed by 31.4%. Findings. Thus, the sustainability potential is influenced by the multi-level implementation of the concept of lean production, the implementation of the concept of sustainable development and a combination of other management methods and techniques that contribute to long-term development.
