ORGANIZATION OF OUTPATIENT POLYCLINIC CARE FOR THE ADULT POPULATION OF THE SVERDLOVSK REGION

Abstract. It should be noted that in the regions of the Russian Federation there is an urgent need to increase the total capacity of medical organizations providing primary health care in order to improve the accessibility of medical care provided. The purpose of the study. To assess the state of the healthcare system when providing medical care in outpatient settings and in day hospitals in the Sverdlovsk region in 2017-2021. Material and Methods. Statistical materials from the annual collection “Health of the population of the Sverdlovsk region and the activities of medical organizations” were used. When carrying out the analysis, the following indicators were used: basic indicators of public health, medical staffing levels in the Sverdlovsk region, and the activities of day hospitals. To evaluate the data, Form No. 30 was used for 2017–2021. We also used data from annual statistical reports of the consultative and diagnostic clinic of the State Autonomous Institution of Healthcare of the Sverdlovsk Regional Clinical Hospital No. 1. Statistical and analytical research methods were used. Results. The planned capacity of medical organizations in 2021 was increased by 25% compared to 2017, and the actual capacity was increased by 48% over the same period, respectively. By 2021, there were 5,770 beds in day hospitals of outpatient clinics in the Sverdlovsk region, which amounted to 14.0 beds per 10 thousand population. The average occupancy of day hospital beds per year is 353 in 2021 versus 275 days in 2017, respectively, which is 28% higher. Conclusion. To increase the accessibility of medical care and rational use of healthcare system funds, it is necessary to optimize the volume of medical care provided in accordance with the number of the attached population, organize the correct routing of patients, provide the healthcare system with qualified personnel, eliminate personnel shortages, provide modern medical equipment, introduce lean manufacturing and modern information technologies.
