THE USE OF MODERN COMPUTER TECHNOLOGIES IN THE ANALYSIS AND MANAGEMENT OF CURRENT INDICATORS OF POPULATION HEALTH (USING THE EXAMPLE OF THE REGIONS OF THE REPUBLIC OF KAZAKHSTAN)

Summary:
Introduction. Infant, infant and perinatal mortality are the leading criteria for the health of the child population, the effectiveness of the national health system and, in particular, the subsystem of maternal and child health. In the Republic of Kazakhstan, over the past decade, there has been a generally positive trend in the decline of these indicators. However, they still remain at a fairly high level, vary significantly by region and have an unrealized potential to decrease. The purpose is to test the computer program "ROSa 1.0" for a comprehensive assessment of the regions of the Republic of Kazakhstan on the levels and dynamics of infant, child and perinatal mortality. Materials and methods. Based on the methodology of integrated assessment of municipalities according to a set of indicators to support managerial decision-making in the field of public health, developed by D.N. Begun, E.L. Borshchuk (2013) and modified by the team of authors A.N. Duisembayeva, D.S. Omarova, D.N. Begun, E.L. Borshchuk (2022), a program was developed the product "ROSa – 1.0", aimed at automating this assessment. Results. It was found that the best regions from the point of view of a comprehensive assessment of infant, perinatal and child mortality were the cities of Nursultan, Pavlodar and Akmola regions and Almaty (the rating as of the state ranged from 77.9 to 100). It was here that the country's minimum mortality rates were observed. The problem territories were: Turkestan, Kyzylorda and Kostanay regions (ratings from 7.9 to 23.9). The problem regions with a slight decrease or even an increase in mortality were: Kostanay region, West Kazakhstan region, North Kazakhstan region. (ratings on the intensity of development from 1.33 to 23.9). According to the values of integral ratings, including both the average long-term levels of indicators and the intensity of positive changes, the best territories are: Nur Sultan, Pavlodar region, Akmola region (values of the integral rating from 86.9 to 100). Conclusion. The ROSa 1.0 software allows us to give a comprehensive assessment of the regions of the Republic of Kazakhstan in terms of infant, child and perinatal mortality with a ranking of regions by condition, intensity of positive processes and integrated assessment. The results obtained make it possible to identify regions that need to change the regional policy in the field of child health protection.
