DEVELOPMENT AND TESTING OF A STANDARD FOR A MEDICAL ORGANIZATION MANAGEMENT SYSTEM AIMED AT INCREASING PATIENT SATISFACTION

Summary:
Introduction. Patient satisfaction is one of the most important measure of the healthcare system effectiveness. In the Russian Federation, this indicator is included in the Federal project “Modernization of primary care”. It is monitored monthly since September 2022. For methodological support to increasing the level of satisfaction with medical care, experts from the Russian Research Institute of Health developed Standard for a medical organization management system based on the principles of increasing patient satisfaction (STIMUL). The purpose of the study was to describe the development and implementation of the Standard and evaluate its effectiveness. Materials and methods. When developing the Standard, the method of expert assessments and analysis of literary sources was used. Requirements were formed for a group of experts, specialists from the Russian Research Institute of Health, to be involved in the process of developing the Standard. To prioritize factors associated with the level of satisfaction, an expert survey group (n = 58) was formed, consisting of experts in the field of healthcare organization (chief physicians, chief and leading researchers), lean technologies experts, medical law, health economics, general psychology, medical psychology, conflictology, social research, as well as practicing doctors and managers of contact centers in medical facilities. Results. The approaches described in the Standard have been tested on the basis of a specific medical organization - State Healthcare Institution "City Clinic No. 13 of Tula", including the implementation of a full management cycle, including planning and initial indication of satisfaction, formation of activities, implementation of changes, assessment of sustainability, repeated indication satisfaction and assessment of the effectiveness of changes. The provisions of STIMUL fully reflect the needs and expectations of patients, and compliance with the requirements of the standard allows us to achieve an increase in the level of patient satisfaction and ensure patient-centricity.
