LEGAL REGULATION OF MEDICAL CARE TO RESIDENTS OF SOUTH OSSETIA REPUBLIC IN THE FIELD OF ANESTHESIOLOGY AND INTENSIVE CARE

Summary:
the legislation of the Russian Federation, which is related to the resolution of the Supreme Council of the RSO of January 29, 1992 “On the application of the analogy of the Laws of Russia on the territory of the Republic of South Ossetia”. The resolution was adopted in order to quickly fill the deficit of legal acts in the newly formed state. Nevertheless, the South Ossetian has a number of geographical, demographic, socio-political and economic features that have a significant impact on the law-making practice at the present stage of South Ossetia's development. The article highlights the current stage of the formation of medical legislation in South Ossetia. Purpose of the study. Generalization of the results of the joint work of South Ossetian and Russian specialists on the development of legal documents governing the provision of medical care to residents of South Ossetia Republic in the field of anesthesiology and intensive care for the period 2017–2020. Materials and methods. Review of legal documents governing the provision of medical care to residents of South Ossetia Republic in the field of anesthesiology and intensive care. Results. With the organizational and methodological support of Russian specialists in the Republic of South Ossetia has developed a set of legal documents regulating the professional activities of anesthesiologists-reanimatologists and nurse-anesthetists, including the procedure for providing medical care to the population in the profile “anesthesiology-reanimatology” with methodological instructions for its implementation, the professional standard of an anesthesiologist-reanimatologist, the professional standard of a nurse-anesthetist, an educational program for training nurses-anesthetists on the basis of the Tskhinvali medical college, as well as rules of inter-hospital medical evacuation in the Republic of South Ossetia. Conclusions. The proposed model of the Center for Anesthesiology, Reanimatology and Intensive Care (CARIT), combining levels III and II of inpatient care, is one of the possible solutions for organizing specialized medical care in geographically remote medical organizations. Experience in mentoring Russian specialists (in the period 2017-2020) in Tskhinvali has proven its effectiveness in the South Caucasus and can be used in the future.
