ANALYSIS OF THE PERSONNEL COMPOSITION IN URBAN AND RURAL AREAS OF THE ONCOLOGICAL NETWORK OF THE KRASNODAR TERRITORY (NUMBER, QUALIFICATION, STAFFING OF STAFF AND INDIVIDUALS)

Summary:
The activities of medical organizations of the state health system have a decisive impact on the health of the population. Medical workers, being the main, most valuable and significant part of health care resources, ultimately ensure the effectiveness and efficiency of the activities of both the entire health care system and each of its structural divisions - from health management bodies to a separate medical organization. An important point in the organization of medical care for cancer patients is personnel. If at the beginning of this century the oncological service experienced a shortage of certified oncologists both in hospitals and in the outpatient section, then the personnel situation gradually improved. The provision of oncologists increased from 0.51 per 10,000 population in 2008 to 0.62 in 2012, then decreased to 0.54 in 2018. Staffing of oncological dispensaries with doctors in 2008. it was 71.1%, in 2012 — 68.3%; secondary medical personnel-73.8 and 70.5%, respectively [1, 2]. However, the full-time number of oncologists in hospitals for the period 2008-2018. it increased by 54.1%, the share of the increase in occupied positions was slightly less – 46.3%. Purpose: to analyze the personnel composition in urban and rural areas of the oncology service of the Krasnodar Territory. Materials and methods. The data of the form No. 30 of the federal statistical observation "Information about a medical organization" for 2008 and 2019 were used in the work. The paper uses mathematical, bibliographic and statistical methods. Statistical processing of the material included methods of descriptive statistics; calculation of relative (intensive and extensive) indicators. Results. In 2008, in the Krasnodar Territory, the staff of oncologists for the adult population amounted to 244.25 medical positions, children's oncologists-3.0. To provide specialized oncological care, the service has 78.50 medical staff units of radiologists and 39.25 medical staff units of hematologists. In 2019, oncological institutions of the region had 367.0 medical positions for the adult population, children's oncologists-20.25 units. For the provision of specialized oncological care, the service has 70,50 rates of radiologists and radiotherapists, and 42.25 rates of hematologists, which is 7.4% more than in 2008. This indicates the stability of the personnel structure and the replenishment of the service with new personnel. In 2019, the number of full-time positions of doctors in oncological institutions (5 oncological dispensaries) amounted to 274.25, individuals-216. Including oncologists-142, radiologists-11, radiotherapists-24, chemotherapists-39. Conclusion. The main criteria for the effectiveness of the personnel policy, medical education and the incentive system for medical personnel are the quality of medical care provided and patient satisfaction with it. Prospective personnel planning is possible only if there is reliable information about the number of medical workers (doctors of various profiles and secondary medical personnel) in each municipality. Among the problems in the field of medical personnel management, it should be noted that there is insufficient social security and a decrease in the prestige of the medical profession.
