Background. Despite the existence of a prepared regulatory framework, the inclusion of a dental hygienist in the provision of dental care in medical organizations operating in the field of compulsory health insurance is not properly organized, which directly affects its quality and accessibility to the population. The purpose of the study is to develop a program to optimize the organizational approach of providing dental care to patients with periodontal diseases by a dental hygienist in medical organizations operating in the field of compulsory health insurance. Methods. The main methodological approach in studying the organization of dental care for patients with periodontal diseases was its consideration from the standpoint of a systematic approach, representing the process of interaction between the patient and medical personnel, and regulatory documents regulating this process. Information for the study was collected by copying from the reporting form of the federal statistical observation № 30 "Information about the medical organization" (form № 30). Also, the method of field observation, content analysis of legal documentation, as well as general scientific experimental methods of observation and modeling were used in the work. Results. It was found that specialists conducting a hygienic reception do not fully realize their labor functions as doctors, limiting themselves exclusively to the functional duties of a specialist with a secondary medical education - a dental hygienist. The position of a dental hygienist is not included in the tariff agreement in the field of compulsory health insurance, and therefore is not included in the staff list of the polyclinic. The recommended number of dentists does not meet the recommended standards by 2 or more times, and the number of dental hygienists by 9 times. The study of the regulatory framework revealed a discrepancy in the procedure for providing medical care to the adult population in case of dental diseases, as well as in clinical recommendations (treatment protocols) for the diagnosis of periodontitis and gingivitis. The regulatory documents do not contain approved time standards for the performance of work by a dental hygienist. Based on this, a program is proposed to optimize the organizational approach to providing dental care to patients with periodontal diseases by a dental hygienist. Conclusion. The application of the proposed approach will not only relieve the dentist-therapist (general practitioner dentist, dentist), but will also provide an opportunity to provide more patients with more qualified periodontal care, thereby increasing its availability, which contributes to a greater volume of providing this type of patients help, and, as a result, reduce the prevalence of periodontal diseases.
