Topicality. The new version of the Qualification requirements for doctors and pharmacists will determine the vector of development of higher medical and higher pharmaceutical education in Russia until September 1, 2025, as well as influence the provision of personnel for the healthcare system. The work purpose is to improve the legal regulation of the healthcare licensing system in terms of allowing individuals to carry out medical and pharmaceutical activities, as well as to optimize the training of medical and pharmaceutical personnel. Materials and methods. The provisions of regulatory legal acts that make up the licensing system of healthcare and determine the characteristics of the qualifications of medical and pharmaceutical workers are analyzed. Results. The main novelties of the new edition of the Qualification requirements for doctors and pharmacists in some specialties of specialists with higher medical and pharmaceutical education are analyzed. Based on the results of the analysis, problems that deserve further discussion are highlighted. Proposals were made to amend the new edition of the Qualification requirements for doctors and pharmacists. Conclusion. In order to develop higher medical and higher pharmaceutical education in Russia, as well as to increase the staffing of the healthcare system, proposals were made to amend the new edition of the Qualification requirements for doctors and pharmacists in some specialties of specialists with higher medical and pharmaceutical education.
