DEVELOPMENT OF RURAL HEALTHCARE INFRASTRUCTURE IN THE REGIONS OF THE FAR EASTERN FEDERAL DISTRICT

Summary:
Significance. One of the objectives of the state policy of the Russian Federation is the development of Russia's human capital and improving the quality of life of Russians in the context of territorial inequality. It should be noted that this goal has indisputable importance in the light of the current trends in the development of healthcare and the dynamics of public health.
Purpose: To study the resource equipment of the network of medical organizations and their divisions located on the territory of the Far Eastern Federal District.
Material and methods. The reports on the implementation of the activities of the federal project "Development of the system of medical care" of the national project "Healthcare" (hereinafter the federal project – "PHC") for 2017-2021 are analyzed. The methodology for calculating the indicators was based on the methodological recommendations of the Ministry of Health of the Russian Federation normative legal acts for the period from 2017 to 2021; official statistical data of Rosstat and the Ministry of Health of the Russian Federation as a whole for the Russian Federation and the subjects of the Far Eastern Federal District were used. The analysis of the data of the reporting forms of federal statistical observation No. 30 "Information about a medical organization" and No. 47 "Information about the network and activities of medical organizations" for the period 2015-2021, the collection and processing of which is carried out by FSBI "TSNIIOIZ" of the Ministry of Health of Russia. Statistical data processing was carried out spreadsheets in Excel 2019 format.
Results and discussion. The organization of rural health care for the provision of primary health care has its own characteristics in contrast to urban areas. The main features include: the territorial removal of settlements from district hospitals, the small number of settlements, the centralization
of specialized medical care on the basis of multidisciplinary hospitals in urban areas, and others. In order to ensure the availability of medical care for the population in rural areas, special units are organized and functioning. During the implementation of measures to ensure and increase the availability of primary health care carried out in the subjects of the Russian Federation of the Far Eastern Federal District in the period from 2018 to 2021, 226 units of modular structures of outpatient clinics (hereinafter referred to as VA), paramedic stations (hereinafter referred to as AF), paramedic and obstetric stations (hereinafter referred to as – FAP), as well as 1564 mobile medical complexes were delivered. The share of commissioned (created/purchased modular structures) new FAP (FP) and VA in the Far Eastern Federal District of the total number of commissioned new FAP (FP) and VA in the Russian Federation in the period from 2018 to 2020 amounted to 10.5%. The indicator of the equipment of the rural population commissioned for the period from 2018 to 2020. new FAP (FP), VA on the territory of the subjects of the Far Eastern Federal District increased by 5.3% (Russian Federation growth - 3.7%) and amounted to 7.0 per 100 thousand population in 2020.
Conclusions. Over the past seven years, the Far Eastern Federal District has seen positive dynamics in the development of the rural healthcare network, increased accessibility and provision of primary health care to citizens of the Russian Federation, especially citizens living in sparsely populated and hard-to-reach areas, through the implementation of measures within the framework of the tasks of the federal PHC project. The results of the study indicate an increase in the need for provision and accessibility of primary health care, which is associated with the demand for this type of medical care on the territory of the subjects of the Far Eastern Federal District.
