INTEGRATION OF THEORETICAL AND PRACTICAL TRAINING OF STUDENTS IN PROFESSIONAL RETRAINING PROGRAMS IN THE SPECIALTY "HEALTH ORGANIZATION AND PUBLIC HEALTH"

Summary:
Introduction. Modern challenges to the healthcare system, the emphasis on the development of primary health care require a high level of training and professional managerial culture of managers in the field of health care. The answer to such challenges and the key task of implementing national projects "Education" (in terms of modernization of vocational education, including the introduction of adaptive, practice-oriented and flexible educational programs, which allow employees to form the ability to update continuously their professional knowledge and to acquire new some, including hybrid professional competencies), and also "Healthcare" (in the context of the activities of the project "Provision of medical organizations of the healthcare system with medical personnel" on the training of qualified personnel in the field of healthcare) should become a modern and effective model for the training of industry managerial stuff. The presence of a highly qualified corps of managers and specialists of healthcare organizations understanding the technologies of the treatment process and the specifics of managing information and financial resources in healthcare, being able to form a team and work in it, having creative and flexible thinking, as well as leadership, contributing to the saving of moral and ethical principles of medical activities and the development of professional culture, - is an urgent need of the industry.
The purpose of this publication. Improving the practical training of healthcare managers using a scientifically based methodology and a developed tool «Practicum».
Materials and methods. The federal and regional normative legal acts regulating the process of formation and assessment of professional skills in the organization of training specialists, including training specialists in the field of healthcare, have been studied. In order to identify approaches to the implementation of practical training of health managers, 44 PR-programs "Healthcare and public health" of educational organizations of the Ministry of Health of the Russian Federation were studied from the standpoint of the competence approach. The following sources of the information were used: 1) the register of departments of the health care and public health of educational organizations of various departmental subordination; 2) official websites of educational organizations of the Ministry of Health of the Russian Federation and official websites of their departments; 3) specially developed "Map of the analysis of PR-programs in the specialty "Healthcare and public health", including the following sections: "Educational organization"; "Department"; "Website"; "Forms of practical training within the PR-program"; "The form of evaluation of the educational results".
Results. It is established that, in accordance with the current legislation of the Russian Federation, medical and pharmaceutical workers are required to improve their professional knowledge and skills during the cycles of additional professional education programs (hereinafter – APE-programs) in educational and scientific organizations in the manner and within the time limits established by the authorized federal executive authority. The types and tasks of practical training in terms of professional educational programs of medical and pharmaceutical education are defined, but the requirements for their content and indicators of training effectiveness are not established.
According to the results of the analysis of information posted on the official websites of educational organizations of the Ministry of Health of the Russian Federation, it was found that out of 46 departments of healthcare and public health, 44 (96%) departments implement PR-programs in the specialty "Healthcare and public health", and only 8 (18%) of these departments carry out practical training of students within the framework of these programs. The most common forms of evaluation of educational results are testing (83%) and conducting an oral exam in the interview format (72.2%).
Conclusions. In order to provide practical training for students of APE-programs the Department of Public Health and Healthcare of the A.I. Evdokimov Moscow State University of Medicine and Dentistry of the Ministry of Health of the Russian Federation has developed a "Workbook for preparation an attestative work (project) on the topic "Resource management of a medical organization / structural division of a medical organization" (hereinafter - Workbook).
