EXPERIENCE OF THE FIRST AID PROFILE COMMISSION OF THE MINISTRY OF HEALTH OF THE RUSSIAN FEDERATION TO IMPROVE THE LIST OF MEASURES FOR THE PROVISION OF FIRST AID: ORGANIZATIONAL AND LEGAL ASPECT

Summary:
One of the problems of organizing cardiopulmonary resuscitation in the framework of first aid in Russia is that in methodological recommendations, training programs, textbooks and other materials one can find outdated methods of first aid, which have been abandoned in world practice. One of the tasks set by the specialized commission of the Ministry of Health of the Russian Federation in the field of First aid is the unification of regulatory and educational materials on first aid, ensuring their compliance with modern international standards in the field of first aid. The aim of this study is to summarize and analyze the experience of the First aid Profile commission of the Ministry of Health of Russia in 2021-2022 in terms of considering the compliance of the list of measures for providing first aid, approved by order of the Ministry of Health and Social Development of Russia dated May 4, 2012 No. 477n, with modern international standards for the provision of first aid, and on its basis making proposals on the need to change existing regulatory legal acts and educational and methodological materials on first aid.. Materials and methods. The methodological basis of this study was general scientific (dialectical, analysis and synthesis) and private (method of legal hermeneutics, formal-legal, system-structural, comparative-legal) methods of scientific knowledge. Together, their use made it possible to carry out a comprehensive and comprehensive analysis of the subject of research, make theoretical generalizations, offer practical recommendations, and formulate conclusions. International recommendations and reviews on the provision of first aid and medical care, Russian regulatory legal acts in the field of organization of first aid, contained in the legal reference systems "ConsultantPlus" and "Garant". Also were analyzed decisions of the First aid Profile commission of the Ministry of Health of Russia posted on the official platform for the work of the commission on the site "All about first aid" at https://allfirstaid.ru/. Results and discussion. The First aid Profile commission of the Ministry of Health of Russia recommended the features of the implementation of measures for conducting cardiopulmonary resuscitation, which have proven effectiveness and are recognized by the international scientific and medical community. In addition, measures and features of their implementation that do not have proven effectiveness, but are found in educational and methodological literature and other documents, were considered and not recommended. Thus, the profile commission made decisions on the most controversial issues that cause discrepancies in the list of first aid measures approved by Appendix No. 2 to the order of the Ministry of Health and Social Development of Russia dated May 4, 2012 No. 477n. Conclusions. To further unify the issues of first aid, the authors proposed a set of measures of an organizational and legal nature for the implementation of the above decisions of the profile commission. In particular, it is proposed to supplement with them the First Aid Guidelines recommended by Ministry of Health of Russia with explanations and references to the sources used. The authors also propose amendments and additions to the order of the Ministry of Health and Social Development of Russia dated May 4, 2012 No. 477n. and in Art. 31 of the Federal Law of November 21, 2011 N 323-FZ "On the basics of protecting the health of citizens in the Russian Federation".
