THE PROBLEM OF MEDICAL STAFF SHORTAGE IN HEALTH CARE IN RUSSIA: REASONS AND SOLUTIONS (LITERARY REVIEW)

Summary:
Background. Staff issues in healthcare exist in many countries of the world and stay still relevant, because they have a direct impact on the health, quality of life and well-being of the population. Today, all countries of the world have been trying to solve staff issues, however, a final solution hasn’t been found yet. The same situation is in the Russian Federation: for many years medical personnel problems associated with the inadequacy and imbalance in the number and structure have been persisting in the healthcare system.
Target. The purpose of this work was to conduct a comprehensive analysis of medical staff issues in the healthcare system of the Russian Federation, as well as to identify their causes and find effective solutions.
Materials and methods. The statistical data of ROSSTAT, FEDSTAT for 2012-2022, domestic and foreign literature for 2018-2023 in the databases eLibraru.ru, cyberleninka.ru, scholar.google.ru, lib.rudn.ru, legislative and regulatory documents were analyzed in the total number of 30n units. Methods used: analytical, content analysis, bibliographic, logical.
Results and discussion. A tendency of the outflow of medical personnel from state and municipal medical organization to the private healthcare sector has been identified. Consideration of every subject of the Russian Federation separately without averaging data across the region can lead to eliminate the shortage and imbalance of medical personnel. We emphasize the importance of an individualized and comprehensive approach to solving staff policy issues in every region.
Findings. The authors of the article analyzed the current issues of personnel policy in healthcare of the Russian Federation, identified the main problems, reasons of the shortage and imbalance of medical staff and identified solutions.
Conclusion. The analysis showed that the lack of effective personnel planning in the healthcare system of Russia, starting with medical educational institutions, leads to a shortage and imbalance of medical stuff in the country. The key to solving personnel problems in healthcare is a thoughtful, planned stuff policy for the medium and long term. Heads of medical organizations and territorial health authorities should pay attention to the expansion of career guidance work with high school students, targeted training of medical personnel in higher educational institutions, in clinical residency, which will be the subject of our further research.
