There are three levels of medical prevention. In the primary prevention of alcohol abuse, the main forces are aimed at limiting the sale and distribution of alcoholic beverages and forming a negative view of alcohol use. To realize this, it is necessary to have a complex and multilevel interaction of medical and preventive institutions with authorities and educational institutions. With secondary prevention, the main goal is to reduce the damage caused by alcohol misuse. This phase of prevention is currently the most costly and complex phase of prevention. The ter-tiary level of prevention is the formation and preservation of socially significant functions of the individual. Ef-fective work of alcohol abuse prevention measures at the federal, subject and municipal levels can create condi-tions that allow integrating the full range of necessary measures of "interventions" in this area
