TERRITORIAL PLANNING AS A TOOL FOR ENSURING ACCESSIBILITY OF PRIMARY HEALTH CARE

Summary:
Introduction. In order to ensure the accessibility of primary health care provided in an urgent form, requirements have been introduced since 2016, according to which medical organizations of the state and municipal health systems providing medical care in an urgent form must be accommodated taking into account transport accessibility not exceeding 120 minutes, which will affect the problem of accessibility of primary health care- sanitary care in general.
Aim. To assess the impact of spatial planning on the availability of primary health care provided in an urgent form.
Materials and methods. The study was conducted on the territory of the Chelyabinsk Region in the period 2013-2022, within which analytical and mathematical-statistical methods were used. The materials of the study were normative legal acts, data from the territorial program of state guarantees of free medical care to citizens in the Chelyabinsk region, the results of the analysis of the reporting forms of federal statistical observation №62 and №30.
Results. An analysis of the regional features of the development of emergency medical care showed that the formation of structural units of emergency medical care in the Chelyabinsk region began in 2010 as part of the healthcare modernization program and became one of the directions of the Chelyabinsk Region healthcare development program, which approved the territorial planning of emergency rooms (departments).
Discussion. The result of the implementation of territorial planning in accordance with the order of the Ministry of Health of the Russian Federation dated 02.27.2016 №132n and organizational measures to improve the work of structural units of emergency medical care in 2013-2022 was a positive dynamics of indicators reflecting the availability of primary health care in an urgent form.
Conclusion. The introduction of territorial planning, taking into account the existing network of medical organizations, transport infrastructure, rural features, climatic and geographical features of the region, is a tool to ensure the availability of primary health care provided in an urgent form.
