CHANGES IN THE STAFFING OF THE POPULATION OF THE MOSCOW REGION WITH SPECIALISTS PROVIDING MEDICAL CARE IN THE FIELD OF

Summary:
Introduction. The problem of staffing is typical for healthcare in many countries, including the Russian Federation. Significant difficulties are observed in the field of psychiatry, especially when providing medical care in rural areas. Analysis of the personnel service can be useful for identifying problematic aspects, determining the methods and direction of their adjustment. The purpose of the study: to assess the dynamics of staffing in the Moscow Region (MO) from 2012 to 2022 with specialists providing medical care in the profile of "psychiatry". Materials and methods. The statistical forms of FSN No. 10, 30, 30-selo, 36, 36-PL for 2012-2022, data from the collections "Resources and Activities of Medical Healthcare Organizations, Medical Personnel: Doctors" for 2012-2023 were analyzed using statistical and analytical methods. Results. The conducted analysis showed a decrease in the provision of the population of the Moscow Region with psychiatrists, the number of occupied positions and the staffing of full-time positions with individuals during the analyzed period. All indicators are lower than similar ones for the Central Federal District and the Russian Federation. The indicators of staffing of positions of psychotherapists also have a negative trend and are lower than in the Russian Federation; but the coefficient of part-time work is higher than the national average. The provision of rural population with psychiatrists in the Moscow Region is decreasing. The indicators of staffing with mid-level medical personnel are at fairly high levels and are comparable with similar ones in the Central Federal District. The staffing of junior medical personnel demonstrates high values for the observed period, in addition, this indicator is one of the few that showed an increase at the end of the analyzed period. The staffing of positions of medical psychologists decreases by 5% annually and is the lowest when compared with the Central Federal District and the Russian Federation. The number of social workers over a ten-year period has not only almost doubled, but also demonstrated a higher provision of the population than a similar indicator in the Russian Federation. Discussion. The results of the study are consistent with the data of domestic and foreign literature. The personnel shortage is of concern to health care organizers around the world, various ways to solve it are proposed and a conclusion is made about the need for a flexible approach to its replenishment. In some countries, there are similar personnel problems in providing psychiatric care to the rural population to those in the Russian Federation. Conclusion. The analysis conducted based on data from the Moscow Region revealed a personnel shortage in psychiatry among specialists with higher medical and non-medical education. A more favorable situation is observed among mid-level and junior medical personnel. The most vulnerable to the problem of personnel shortage elements constituting the complex of providing psychiatric care to the population are identified, and key points are proposed, the change of which can improve the situation.
