The article presents the advantages of the new governance mechanism at the level of primary health care (PHC) - Business planning and the results of its implementation at the level of the pilot districts of the country. The business planning mechanism is an effective management tool that focuses PHC on the priorities of the local population, raises the efficiency of medical services and the use of resources, makes the budget transparent, gives institutions more autonomy, and is a means of monitoring and evaluation. The article presents the history, achievements and barriers to implementation of business planning framework, based on the results of monitoring conducted by the specialists of GI "Republican Training and Clinical Center of Family Medicine" Ministry of Health and Social Ware.
