COMPARATIVE ANALYSIS OF SOME INDICATORS OF THE IMPLEMENTATION OF THE NATIONAL HEALTHCARE PROJECT IN THE RUSSIAN FEDERATION AND THE SAMARA REGION

Summary:
Introduction. The National Healthcare Project, approved by Decree of the Government of the Russian Federation No. 1640 dated 12/26/2017 and valid from 2018 to 2024, largely determines the development of the healthcare system in relevant areas. It is designed to achieve national goals of increasing the population, increasing life expectancy, as well as improving promising ways to protect public health.
Purpose of the study is to conduct a comparative analysis of some of the most important indicators of the implementation of the national Health care project in the Russian Federation and the Samara region.
Materials and methods. The study conducted a comparative analysis of the initial planned indicators of the national health care project in the Russian Federation and the Samara region, an analysis of the actual data in comparison with the established values both among themselves and in dynamics over the years. Statistical data are taken from information on the progress of national projects from official Internet resources. The research uses methods of descriptive statistics, methods for calculating averages and relative values.
Results and discussion. Significant excess values of the mortality rate of the working-age population over the planned ones in Russia and the Samara region are noted in 2020 and 2021, followed by a decrease in 2022. A similar trend can be seen when analyzing the mortality rate from diseases of the circulatory system, but unlike the previous one, in 2022 its actual value is slightly lower than in 2018, which indicates a positive trend. Analyzing the mortality rate from neoplasms, including malignant ones, its actual values in the Russian Federation are slightly higher than planned, whereas in the Samara region, on the contrary, the actual values are lower than planned. In general, the infant mortality rate in the Russian Federation is decreasing against the background of a decrease in the number of births in dynamics. This indicates a real decrease in the infant mortality rate in the whole country, which cannot be said about the Samara region, where the infant mortality rate is increasing. In the Samara region, the coverage of preventive medical examinations during this period is on average 21% higher than in the Russian Federation as a whole. This indicates a positive trend, despite the fact that preventive medical examinations and medical examinations were reduced during the pandemic.
Conclusion. The results of the study show that the achievement of the planned results of the national Health care project, both in the whole country and in the regions, is influenced by many factors, among which geographical, demographic, economic, epidemiological and others can be noted, which requires further study. The results of the study can be used to form scientifically sound practical recommendations for the implementation of various federal projects.
