REGIONAL PROBLEMS OF MEDICAL CARE FOR MIGRANT WORKERS AND POSSIBLE PROSPECTS FOR THEIR SOLUTION

Introduction. Attention to the problem of external migration is associated with its significance not only from the standpoint of replenishing the number of labor resources, but also with the possibility of the potential impact of the health of migrants on public health. In the event of a significant influx of labor migrants into the regions, the primary task is to intensify the activities of the health care system through an appropriate set of measures aimed at leveling the potentially negative impact of migrant health on the health of the permanent population, as well as leveling the possible «overload» of medical organizations. Purpose of the investigation. Analysis of regional problems related to medical support of labor migrants and determination of prospects for their solution. Materials and methods. The article uses statistical and analytical research methods, a method of transverse demographic analysis and a content analysis method. The study was conducted using official statistics and scientific publications on the problem under study. Results and discussion. Multidirectional dynamics of migration intensity has been established in comparison regions: in Region 1, a high intensity of migration processes is recorded (growth index 1.42); in Region 2, there is a decrease in the migration growth rate (decline index 2.54). In each region, medical organizations (both state and private forms of ownership) have been identified, authorized to conduct an examination of foreign citizens visiting the region. According to the comparable regions, about 1.18% of entering foreign citizens do not draw up the relevant documents, «automatically» passing into the status of «illegal immigrants», and do not undergo a medical examination. The low availability of medical care leads to an increase in emergency hospitalizations, creating an additional burden on medical organizations and increasing regional budget expenditures. The difficult issue of recording information on the health status of migrant workers and their access to medical care in the host country remains open, while statistical records of indicators characterizing the health of migrants are not kept. Conclusion. Possible potentials for increasing the efficiency of interaction between territorial internal affairs bodies, the regional ministry of health and medical organizations conducting medical examinations of foreign citizens have the creation of a unified regional medical information system (registration of migrants in the region; data mapping; registration of the ratio of actual and legal labor migration; preserving the health of migrants and the permanent population of the territory); creation of a regional «One-Stop Service Center».
