IMPLEMENTATION OF MEASURES TO ATTRACT SECONDARY MEDICAL PERSONNEL TO RURAL AREAS

Summary:
Introduction. The average medical personnel is the main part of medical workers. Sufficient provision of the population with this category of personnel, especially in rural areas certainly affects the quality and availability of medical care to the population. One of the measures to support medical specialists with secondary medical education in rural areas is the implementation of the state program “Zemsky feldsher”. The mission of the program is to have a long-term positive effect on the availability of secondary medical personnel in rural areas as a stimulating mechanism to attract and retain specialists. Purpose of the study. To identify trends in the indicators for the implementation of the state program “Zemstvo Feldsher” and assess the impact of the results on the availability of paramedical personnel in medical organizations located in rural areas in the period from 2018 to 2022. Materials and Methods. The study used statistical data on 83 subjects of the Russian Federation based on operational documented requests for the period from 2018 to 2022. Analytical and statistical methods were used in the research process. Descriptive statistics and correlation analysis was carried out using the Statistica package version 13.3. Results and Discussion. During the study period, about 9,000 nurses were attracted and employed in rural areas. The indicator of the number of nursing personnel attracted under the program to rural areas per 10,000 rural population for five years increased by 41.0%, which may indicate the active and systematic implementation of the program in the constituent entities of the Russian Federation. The results of correlation analysis showed that in the Russian Federation as a whole, the number of persons involved in the program affected the supply of paramedics with a high positive correlation (r= 0.95240, p˂0.05). Correlation analysis of this indicator in the context of federal districts of the Russian Federation revealed that six federal districts have high positive correlation dependence (CFO, SZFO, SFD, UFO, PFO, SFO and DFO (r2= 0.653516, r2= 0, 687755, r2= 0.764084, r2= 0.90564, r2= 0.895669 and r2= 0.698437, respectively, p˂0.05) of paramedic supply and the number of those employed under the program in these districts, as the number of those recruited under the program increases, paramedic supply increases. Negative correlation dependence was revealed in two federal districts. In the SKFO - high negative (r2= - 0.733688, p˂0.05) and in the UFO - weak negative correlation (r2= - 0.137747, p˂0.05) or with an increase in the number of those employed under the program, the provision of paramedics decreases. Conclusion. Attraction of nursing staff under the program “Zemsky feldsher” has a significant positive impact on the staffing of medical organizations located in rural areas. The results of the study emphasize the importance of personnel policy in the health care system.
