Summary:
Significance. According to the average forecast, by 2050, the share of citizens over the age of 60 in the Russian Federation will be 28.8%. Given the possible physiological and socio-psychological characteristics, as well as the low digital literacy of elderly individuals, the adaptation of modern information and telecommunications technologies used in healthcare to the needs of this age group becomes increasingly important. Objective. The study aims to analyze the official websites of state-owned healthcare institutions providing primary healthcare to elderly and senile patients, considering the requirements of the current legislation of the Russian Federation regarding their design and the principles of accessibility (using the Moskovskaya oblast’ healthcare institutions as an example). Material and methods. Assessment criteria for functionality have been defined based on the requirements of the current legislation of the Russian Federation and recommendations for adhering to the principles of information accessibility. Results The assessment revealed the relative degree of compliance of the official websites of medical organizations with each of the established criteria. The analysis indicated insufficient compliance with the basic requirements for the official websites of medical organizations set by current legislation. Only 19.67% of the medical organization websites studied exhibited the highest degree of compliance with the presented criteria across all sections, and only 1.97% fully met them. The highest ratings were awarded to the websites of healthcare institutions in the Moskovskaya oblast for the section «Information about the activities of the healthcare institution» while the lowest ratings were given for the section «Information for specialists». Discussion The analysis conducted revealed a lack of compliance with the basic requirements for the official websites of healthcare institutions established by current legislation of the Russian Federation. Older adult patients are one of the key population groups seeking primary healthcare services and may thus be potential users of the official websites of healthcare institutions. Conclusion. Important tools for informing citizens about the organization of medical care. However, there are currently no unified requirements for its design and adherence to accessibility principles. Given that elderly patients may be the potential recipients of information posted on these websites, significant efforts should be made to enhance the functional aspects of healthcare institutions websites and to adapt them to the needs of this age group.
