CURRENT APPROACHES TO RISK MANAGEMENT WHEN PROVIDING MEDICAL ORGANIZATIONS WITH MATERIAL AND TECHNICAL RESOURCES (LITERATURE REVIEW)

Summary:
Significance. Full provision of medical organizations with material and technical resources in order to create the necessary conditions for their development and stable functioning is the focus of attention and priority funding by the state for measures to update the healthcare infrastructure, including the construction and reconstruction of medical facilities, equipping them with modern medical and technological equipment. All of the above allows us to introduce advanced treatment and diagnostic technologies and effective methods of disease prevention into practice and is a key factor in increasing the availability and quality of medical care. The heads of health management bodies and head physicians are required to carry out competent planning, monitoring and control over the implementation of these measures, timely identification of inconsistencies and proper implementation of risk management in the management of the material and technical base of medical organizations.
The purpose of the study: to identify the main approaches to risk management in providing medical organizations with material and technical resources, controversial issues and contradictions on risk management issues.
Materials and methods of research. An analysis of literature (scientific articles, monographs, materials of scientific and practical conferences) devoted to approaches to risk management in ensuring the creation and strengthening of the material and technical base of medical organizations was conducted. The search used the following databases: Scopus, Web of Science, Elibrary.ru, Global Health, CyberLeninka for 1995-2024.
Research methods: analytical, content analysis, statistical, analysis of existing management measures, generally accepted risk management methodology, expert assessments.
The results. The object of the study is the scientific views of researchers in studying the capabilities of heads of medical organizations to manage risks that hinder the creation and reconstruction of medical institutions on the basis of which medical services are provided to the population. The proposals of appropriate measures, techniques and methods of risk management were analyzed, contributing to the prevention (minimization) of the consequences of the destructive impact of factors on the provision of medical organizations with the necessary material and technical resources for their effective functioning.
Discussion. The results of the study are consistent with the data of domestic and foreign literature. The attention of healthcare organizers at all levels of management is focused on the implementation of processes that facilitate the provision of medical organizations with resources at the level necessary for their normal functioning and development, including the identification of factors (risks) that hinder high-quality planning and control of activities related to the construction (reconstruction) of buildings, used to provide the population with accessible and high-quality medical care, as well as the development of measures to counter the risks associated with poor-quality development of technical specifications and design and estimate documentation, failure by design and construction organizations to comply with legal requirements and deadlines for completing work, an increase in the approved cost of projects to create healthcare facilities and the associated risk of ineffective use of allocated budget funds. The absence in domestic and foreign science and practice of a unified approach to risk management in providing medical organizations with material and technical resources has led to the emergence of proposals to use for this purpose a standard risk management methodology contained in international risk management standards, , and a conclusion was made about the need to introduce risk management methodology into the activities of regional health authorities and chief physicians, which will make it possible to formulate a strategy and choose tactics to counter risks that impede the stable material support and technical equipment of medical organizations.
Conclusion. An analysis of publications has shown that adequate provision of medical organizations with material and technical resources at a level that allows them to provide accessible and high-quality medical care to the population, create a safe and comfortable environment for medical personnel and patients, is possible based on the use by head physicians of risk management methods, techniques and tools that contribute to the creation of an effective management system in the medical organizations they manage, allowing the management team to competently plan work to counter risks that may interfere with the timely and high-quality implementation of construction, and reconstruction of specific medical organizations.
