ANALYSIS OF THE QUALIFICATION POTENTIAL OF HEALTHCARE MANAGERS

Summary:
Introduction. The procedure and timelines for medical and pharmaceutical workers to undergo certification to obtain a qualification category were approved by Order No. 458n of the Russian Ministry of Health dated August 31, 2023, «On Approval of the Procedure and Timelines for Medical and Pharmaceutical Workers to Undergo Certification to Obtain a Qualification Category». In accordance with Order of the Russian Ministry of Health No. 61 dated 17.02.2023 «On Methodological Recommendations for the Formation and Preparation of a Personnel Reserve for Management Positions in Healthcare» the selection of individuals for inclusion in the healthcare management personnel reserve takes into account their personal achievements, including the presence of a qualification category.
The purpose of the study. To study the dynamics of the qualification potential of healthcare managers in the Russian Federation.
Materials and Methods. Data from federal statistical were examined, and trends over a five-year period (2019–2023) in the number of healthcare managers - heads of medical organizations and their deputies (healthcare organizers)—were analyzed, including in the context of the presence of a qualification category, and the provision of healthcare organizers per 10,000 population and per 1,000 medical workers, a survey was conducted among graduates of professional retraining programs at the Department of Public Health and Healthcare of the Russian University of Medicine, who studied in 2016 - 2024.
Results. In 2023 compared to 2019, the number of healthcare organizers (primary workers) holding the second qualification category in the specialty "Healthcare Organization and Public Health" decreased by 36%, the first category by 32.4%, and the highest category by 18.4%.
Conclusions. The downward trend in the number and proportion of heads of medical organizations and their deputies with qualification categories, combined with divergent trends in the studied data, may indicate structural changes in healthcare managers. These changes include a younger workforce composition and a high turnover rate, reflecting shifts in the dynamics of healthcare managers.
