THE EXPERIENCE OF IMPLEMENTING INTERNAL QUALITY CONTROL OF EDUCATION IN THE TRAINING OF MEDICAL PERSONNEL

Summary:
Introduction. Continuous improvement of quality management of medical personnel training is an urgent task for educational organizations of additional professional education, which have every opportunity to form internal quality control of education. An urgent task of internal control is to develop tools for assessing the satisfaction of stakeholders (teachers and students) with the organization and results of the learning process.
Objective: to present the experience of implementing internal quality control of education from the perspective of improving the quality of medical personnel training.
Materials and methods. An analysis was conducted of the development and implementation of an internal quality control system for education using a project approach at the Russian Medical Academy of Continuous Professional Education of the Ministry of Health of the Russian Federation in the period from 2022-2024. An analysis of department audit data, anonymous survey results of 8,390 residents and students, and 423 teachers was conducted. The study was cross-sectional and one-time. Methods: analytical, sociological.
Results and discussion: The audit results showed that document flow, personnel support, educational and methodological and scientific activities, and the presentation of information on the RMANPO website meet regulatory requirements in more than 95% of departments. The average score in the department self-assessment was 8.2 points on a 10-point scale. The problems identified as a result of the audit formed the basis for plans for corrective measures to improve the quality of the educational process. The activity in the survey was 17.8%, the satisfaction of residents and students with the process and learning outcomes was 8.76 points on a 10-point scale, and the loyalty index was 79.4%.
The accumulated experience in implementing internal quality control in various sectors of the economy can also be applied in the field of medical education, taking into account the specific conditions for the implementation of medical activities. Researchers note the importance of developing a continuous medical education system to improve the level of training of doctors, the need to use the Deming cycle, a point-rating system, the introduction of scientific, educational and innovative complexes, a portfolio and other organizational technologies.
Conclusion: Conducting audits of departments and surveying participants in the educational process is an adequate tool for self-assessment in the system of internal quality control of education in the training of medical personnel. Further improvement of internal quality control of education based on the principles of total quality management will provide an opportunity to develop innovative activities of the teaching staff and will contribute to improving the quality of training of medical personnel.
