STRUCTURAL AND ORGANIZATIONAL ANALYSIS OF MEDICAL CARE FOR MINORS WITH MENTAL DISORDERS IN THE CONTEXT OF THE WORK OF THE CHILDREN'S PSYCHIATRIC SERVICE OF KIROV CITY AND KIROV REGION FOR 2019 - 2023

Summary:
Introduction. The Kirov Oblast healthcare system currently implements the principles of patient-centeredness aimed at improving the quality of medical care. Conducting a structural and organizational analysis of the state of child psychiatric service is one of the most important areas that allow to identify strengths and weaknesses in the organization of the service's activities that affect the quality of psychiatric care for minors.
Objective: to analyze the structure and main resources of the child psychiatric service in the medical organizations of the region, to study the normative-legal regulation of the child psychiatric service, and to evaluate the system of interdepartmental interaction.
Materials and methods. The data of the Federal State Statistics Service, statistical forms No. 30 “Information about the medical organization” of medical organizations of Kirov Oblast, as well as methods: content analysis of scientific literature and regulatory and legal documentation, analytical method were used in the work. The indicators are calculated for 10 thousand people of the corresponding age groups of the child population for the period 2019 - 2023.
Results. The provision of specialized medical care to minors with mental and behavioral disorders in the Kirov region is organized in accordance with the regulatory and legal acts approved at the federal and regional levels, and regulates all aspects of the children's psychiatric service, including issues of its resource provision, while a number of features that distinguish the Kirov region from other regions are noted. The availability of qualified personnel and 24-hour and day hospital beds in medical organizations has a consistently positive trend and exceeds the all-Russian figure. Regulatory and legal support for the activities of medical organizations providing psychiatric care for children has been regulated at the regional level; active interdepartmental cooperation on issues related to the protection of the mental health of minors has been organized; and secure information support for the network of regional medical organizations has been established.
Conclusions. The obtained analytical data indicate a high level of organization of children's psychiatric service in Kirov Oblast in terms of resource provision of medical organizations providing care to minors with mental and behavioral disorders and interdepartmental interaction, as well as readiness for its optimization in the context of changes in regulatory and legal regulation.
