STAFFING OF EMERGENCY MEDICAL SERVICES IN THE RUSSIAN FEDERATION AND ITS REGIONS in 2018 – 2023

Summary:
Relevance. From 2025 in the Russian Federation, within the framework of the National Project "Long and Active Life", the implementation of a federal project to improve the emergency medical care system begins. Providing high-quality emergency medical care requires providing the medical sector with a sufficient number of qualified medical specialists, with special attention to staffing in the regions of the country.
The aim is to analyze the staffing of emergency medical services in the Russian Federation and its subjects for 2018-2023.
Materials and methods. The staffing of emergency medical services in the Russian Federation and its subjects from 2018 to 2023 has been studied. The annual reporting forms of the federal statistical office No. 30 "Information about a medical organization" are analyzed.
Results. In 2018-2023, the number of doctors and paramedics in the country decreased by 11.6% and 3.1%, respectively. The analysis of the availability of emergency medical doctors over the six-year period from 2018-2023 remained at 0.7 per 10,000 population for a number of years, with the exception of 2021, when the availability rate decreased to 0.6 per 10,000 population. The rate of provision of the population with paramedics of emergency medical care in 2023 in the whole country amounted to 4.7 per 10,000 population. Over the period 2018-2023, there has been a downward trend in this indicator (from 4.8 to 4.7 per 10,000 population). The staffing of emergency medical doctors decreased from 70.2% in 2018 to 66.5% in 2021, but since 2022 there has been a tendency to increase staffing, which amounted to 70.5%, in 2023 - 73.6%, the rate of part-time employment in 2023 was 1.4. In 2023, the staffing of emergency medical paramedics in general Nationwide, it was 87.4%. In 2018-2023, there is a downward trend in staffing levels from 89.8% in 2018 to 87.4% in 2023. The ratio of part-time paramedics of emergency medical services was 1.3.
Discussions. The analysis of the current situation in the field of emergency medical personnel in the subjects of the Russian Federation and federal districts has shown significant regional disparities in the provision of human resources to the population.
Conclusions. The analysis of the availability and staffing of doctors and paramedics of emergency medical services showed an unequal situation in the subjects of the Russian Federation with a decrease in the average statistical indicators for the country as a whole.
