PROSPECTIVE DIRECTIONS OF USE OF ARTIFICIAL INTELLIGENCE TECHNOLOGIES IN THE FRAMEWORK OF STATE CONTROL (SUPERVISION) IN THE SPHERE OF HEALTHCARE

Summary:
Introduction. Artificial intelligence technologies have become an accessible tool for improving efficiency in the healthcare sector, which determines their relevance in the field of state control (supervision), especially preventive measures.
Purpose. To define the scope and methodology of artificial intelligence utilization as part of preventive regulatory measures for federal monitoring of medical service quality and safety.
Material and methods. An analysis of individual provisions of the legislation regulating the sphere of information technology and artificial intelligence in conjunction with the standards of federal state control (supervision) of the quality and safety of medical activities was conducted. The data characterizing various aspects of preventive measures posted on the websites of: Roszdravnadzor, the official publication of legal acts, the register of mandatory requirements, and the electronic justice system of arbitration courts were studied.
Results and discussion. Each type of preventive measures approved for state control (supervision) of the quality and safety of medical activities (functions including outreach, advisory work, practice summaries, preventive checks, and cautionary measures require officials to handle vast amounts of data. Though current laws do not address AI application, its adoption in healthcare supervision is essential. Taking into account the possible legal risks, it is advisable to approve the following principles of their application: legal certainty, reliability and scientific validity, completeness of sources, client-centricity, and priority of observing the rights of supervised persons. Artificial intelligence can take on the following functions: 1) accounting for current legal acts affecting the healthcare sector and automatic generation of information messages about their changes; 2) recording individual mandatory requirements, their systematization and formation of accessible explanations about their content; 3) monitoring law enforcement practices, generating collections of court decisions containing interpretations of mandatory requirements, as well as statistics on typical violations and imposed penalties; 4) continuous monitoring of the structure of licensees (works and services provided for by licenses), their automatic ranking by risk category and generating plans for mandatory preventive visits for the control (supervision) body with notification of supervised persons; 5) monitoring and evaluating healthcare facilities’ key performance metrics via a unified national healthcare information system, followed by data analysis to automatically produce advisory warnings for control authorities.
Conclusions. The use of artificial intelligence technologies to work with a large array of information within the framework of relevant preventive measures will improve the effectiveness of decisions made by the control (supervision) body, their promptness and validity, and ensure the rational use of available resources.
