The article represents the problem of insufficient accessibility of primary health care to the population. The main causes of this problem and the possibilities for their elimination are investigated. The author describes the project on the creation of a new structural unit in the out-patient hospital - a feldsher-nursing post. The results of marketing analysis, SWOT-analysis and PEST-analysis of the project are presented. The personnel, regulatory and financial resources of the project are described. The risks and measures for managing them identified in the project are presented. In conclusion, the medical, social and economic effects that can be achieved in a medical organization when creating a feldsher-nursing post are described. The project can be replicated to other regions of the Russian Federation.
