Summary:
Introduction. One of the urgent tasks of healthcare is the problem of preserving and strengthening the health of the population by identifying risk factors that lead to an unfavorable situation. The purpose of the work: to conduct a comprehensive analysis and identify areas with maximum health losses of the urban population of the Irkutsk region. Materials and methods. For a comprehensive assessment of the damage to the health of the urban population, the main medical and demographic characteristics were taken into account: the general and newly registered morbidity, the chronization index, and disability of the population according to federal statistical observation forms (No. 12, No. 30). The indicators were studied for three periods: 2017-2019, 2020-2022 and 2024. The average values were calculated in each time interval. The normalized complex indicator is calculated relative to the values for the Irkutsk region. Results. In the period 2017-2019, the normalized assessment showed (based on the totality of normalized NP values≥3) that all cities were on average at the regional level, and in the covid period, five cities were identified as disadvantaged with the worst indicators: Cheremkhovo, Usolye-Sibirskoye, Shelekhov, Ust-Ilimsk and Bratsk. In 2024, the most unfavorable situation in terms of loss of public health was in Ust-Ilimsk. The normalized indicator increased relative to 2017-2019 from 3.19 to 3.43, and by 2024, for the first time, the mortality rate exceeded the regional average. This is probably due to the low availability of medical specialists. The apparent shortage of both medical and nursing staff in the first pre-crisis period tends (by 2024) to worsen the situation. Thus, the provision of doctors in Ust-Ilimsk amounted to 28.0 о/ооо in 2017, which is 24.5% lower than the average for the region, and by 2024 this indicator decreased by another 3.9%. Discussion. Taking into account the high morbidity rates of the population, it is necessary to increase the role of preventive measures, strengthen the system of dispensary supervision, which will prevent exacerbations of chronic pathology and improve the quality of life of the population. Also, one of the factors influencing the loss of public health is the shortage of medical personnel. Conclusion. Thus, a comprehensive analysis made it possible to identify cities with a low state of health and identify factors affecting the level of the total indicator.
Keywords morbidity, disability, chronization index, comprehensive analysis
