Summary:
Abstract. In the context of an increasing number of natural disasters and epidemiological threats ensuring the preparedness of the healthcare system to respond to large-scale emergencies is of strategic importance. The international standards of the World Health Organization (WHO) form uniform requirements for the mobility, autonomy, and quality of medical care in emergency response. Due to this, the preparation and certification of the Field Multidisciplinary Hospital of the Federal Center for Disaster Medicine according to WHO standards becomes a significant stage in the development of the national disaster medicine service.
The purpose of study is to analyze the experience of preparing the Field Multidisciplinary Hospital of the Federal Center for Disaster Medicine for WHO certification as an international emergency medical team (type 3) for evacuation and provision of medical care to victims in emergency situations.
Materials and methods of research. This paper analyzes and summarizes practical experience in preparing a Field Multidisciplinary Hospital for WHO certification. Specific activities are presented in accordance with the certification stages and WHO minimum technical standards for Type 3, which involves the provision of specialized care in inpatient medical facilities with an operating room and intensive care unit. Methods of analytical and systems analysis, modeling, direct observation, and content analysis were used.
Results and Discussion. To implement the main stages of certification, working groups were established, regulatory legal acts were developed, the experience of colleagues in medical response from the People's Republic of China and the State of Israel was analyzed, updated standard operating procedures were adopted, medical and support staff were trained, and the WHO-proposed self-assessment system was implemented. Based on the results of the final discussion with the WHO mentor, it was established that more than 70% of the planned activities, ensuring compliance with minimum technical standards, have been completed to date.
Conclusion. The analysis of the work performed indicates a high level of organizational and logistical readiness of the Field Multidisciplinary Hospital to perform tasks of increased complexity in emergency situations.
