Organization of palliative care for the population of the Russian Federation is in accordance with Federal legislation and territorial programs of health development. Today there is a risk of disproportion in accessibility for patients instead of a full complex of medical interventions mainly medical and social care. It is important to clearly understand the role of palliative care units: palliative care units and hospitals (centers) provide a full range of medical interventions for cancer and non-cancer patients, while in the hospice and the nursing home/Department, medical and social care is mainly provided. We propose to carry out epidemiological studies that will determine problems of legal regulation of the organization of palliative care, to examine the conformity of the data contained in the existing forms of Federal statistical observation of the current needs in the evaluation of the security of the population of palliative care, to calculate the need of the adult population in outpatient and inpatient PMP on the basis of morbidity on the appeal and hospitalization in beds around the clock stay in the main classes and groups of diseases for different age groups, as well as to calculate the standards of security of the adult population in palliative care in outpatient and inpatient settings
