Summary:
Currently, insufficient regulatory and legal support is a limiting barrier to the development of public health in the Russian Federation. And, as a result of ignorance, poor methodological support, lack of personnel, lack of financial and infrastructure resources. In the Russian Federation № 323 from 21.11.2011 to in article 2 set forth the generally accepted principles of protection of health of citizens of the Russian Federation, such as the participation of the whole society and whole-of-government approach to health. At the same time, the law does not make it possible to form a common understanding of what is public health, public health services, etc.there is a Need for additions to the current Federal law № 323. The proposed norms and additions to this law, as well as their justification, are aimed at eliminating the gaps in the legal regulation of public health as an independent subject of the system of public health protection in the Russian Federation.
