PECULIARITIES OF THE PERSONNEL SUPPORT OF MILITARY-MEDICAL EXAMINATION IN THE RUSSIAN FEDERATION

Summary:
The purpose of this study is to analyze the features of staffing military medical examination in the Russian Federation.
Materials and methods. We carried out the analysis of results of continuous anonymous questioning of employees of the military medical commissions of commissariats of the Russian Federation (n=646, 79 subjects), and also statistical indicators of work with medical personnel of the Main center of military medical examination of the Ministry of defence (annual reports in the form 5/med.) for 2009-2015.
Results. The number of medical staff of military commissariats is more than 6 thousand specialists with medical education. In the structure of the medical staff of the military-medical commissions of 62.3% is the average medical staff (medical assistants and nurses) and doctors-specialists of 37.7%. The total decrease in the number of medical staff of the draft commissions amounted to 6.0%, the most significant since 2009 decreased the number of doctors (9.6%) and paramedics (7.5%). At the same time, the maximum shortage of personnel is observed in the category of "Doctors of military commissariats", where 87 posts are vacant (17.2% of the staff). The most difficult situation is in the southern military district, where the number of vacancies reaches 21.8 per cent. 73.1% of the experts were doctors over 50 years, with experience in military medical commissions for more than 15 years and more in 88.2% of cases. 49% of doctors have the highest medical category, 15.8% have the first qualification category. It is noteworthy that 47.8% of these specialists have never undergone thematic improvement in military medical examination, and 23.4% underwent this training more than 5 years ago. 75.3% of respondents are not satisfied with the size of their wages, 21.5% are not satisfied with the sanitary and hygienic conditions of their work. The degree of satisfaction with their work was on a linear scale from 0 to 100% on average 68.0±15.1 points.
Findings. Currently, there are negative trends to reduce staffing levels of military medical commissions. It is noteworthy that 47.8% of these specialists have never undergone thematic improvement in military medical examination, and 23.4% underwent this training more than 5 years ago. The degree of satisfaction with their work was 68 points (out of 100 possible). The main reasons that cause displeasure, experts say: low wages, lack of medical experience, legal insecurity, poor material and living conditions in the workplace, etc.
