Introduction: to determine the feasibility and priority of the introduction of new technologies for the treatment of malignant tumors, it is advisable to create a tool to assess the impact of the introduction of new technologies for the treatment of cancer on the achievement of the targets of the system of cancer care. Objective: to create of a universal clinical and epidemiological simulator of prognosis of service performance indicators, such as mortality in the first year after diagnosis, accumulation of contingents of early stages of malignant tumors, five-year life expectancy of patients with malignant tumors and overall survival. Materials and methods: Federal statistical data on forms 7 and C51, as well as various randomized clinical trials. Result: creation of a simulator allows evaluating changes in the performance of the service at the Federal and regional level with the introduction of innovative methods of treatment for early and metastatic breast cancer. Conclusions: using the strategy, which is implemented in the simulator, will allow for five years to save about 1340 lives of patients with breast cancer. This will have an insignificant impact on the epidemiological indicators for all malignant tumors, but will allow a more tangible reduction in the mortality of women from breast tumors. It is advisable to use similar approaches to determine the possible impact of the introduction of new strategies for the treatment of cancer on the performance of the cancer service.
