THE OPERATION OF INFORMATION SYSTEMS FOR MAINTAINING INDIVIDUAL RECORDS OF CHILDREN WITH DISABILITIES IN THE CONSTITUENT ENTITIES OF THE RUSSIAN FEDERATION

Summary:
Statistical accounting is the basis for management decisions at different levels. The widespread introduction of information technologies in all spheres of activity determines the vector of development of medical information systems for the collection of medical documentation on children's disability.
The purpose of the study is to analyze the functioning of information systems for personalized registration of children with disabilities in the subjects of the Russian Federation according to sociological research.
Materials and methods. For the analysis of functioning of information systems for maintaining individual records of children with disabilities in 85 constituent entities of the Russian Federation in 2017, a survey of heads of service of medical statistics of constituent entities of the Russian Federation. The work was a continuous intramural and extramural sociological research. Sociological, statistical and analytical methods were used in the work.
Results. On the basis of data of questioning of heads of service of medical statistics of subjects of the Russian Federation the share of the subjects performing formation by the medical organizations of the registration form No. 088/u-06 "the Direction on medical and social examination by the organization rendering medical and preventive care" in electronic form makes only 25,9% of subjects. The share of subjects using information systems for personalized registration of disabled persons, and in particular children with disabilities, was 68.2 % (57 subjects). Regional information systems are used in 24 subjects (28.2%).
Summary. As of 2017, state and regional information resources on persons with disabilities exist in the absence of a unified accounting system in the form of separate departmental information systems, which differ significantly in the purposes of creation and operation, structures and quality of data and are not available online and up to date. The lack of a unified approach to the use of information systems for the registration of children with disabilities in the subjects of the Russian Federation is revealed. The introduction of a unified information system for personalised registration of persons with disabilities will ensure the transition to a qualitatively new level of functioning of departmental information systems containing information about persons with disabilities, including children with disabilities.
