THE MACROECONOMIC COSTS OF HEALTH CARE IN RUSSIA AND ABROAD

Summary:
In the context of the continuing crisis in health care, the problem of rationalization of the financing of the industry and the allocation of available resources is the most important, which confirms the relevance of regular estimates of the cost of medical care and other tasks in the field of public health. At the same time, comparison with international indicators becomes one of the most effective tools for identifying weaknesses in the health system.
The purpose of the article: the financial analysis of macroeconomic indicators of health care costs in modern Russia and in the leading countries of the world economy and in Russia abroad.
Materials and methods. The methods of content analysis, economic and statistical analysis, information and analytical materials of Russian and foreign news agencies, expert assessments, analytical materials and statistical data of the world health organization, as well as materials of monographic studies and periodicals, including those posted on the Internet.
Results. Taking into account the purchasing power parity of the US dollar, in Russia there is a decrease of total health care financing from all sources, combined with extremely low specific weight of expenses on prevention of diseases in comparison with other countries. At the same time, the highest rates of funding reduction coincide with the period of expansion of the basic program of compulsory medical insurance in Russia. Against the background of the downward trend in total health care spending, the share of private medical spending in Russia increased from 38.6% of total spending in 2010 to 43% in 2016. As a result, the share of private spending on medicine in Russia was twice as high as in most industrialized countries. Reduction of bed Fund of hospitals and other input in the industry of public resources is accompanied by moving them into private entities.
Summary. Public expenditure on health is one of the key indicators of social development and reflects the level of attention paid by the state to the health of its citizens. Spending on health in Russia as a percentage of GDP compared to other countries is very small and tends to decline per capita in PPP dollars. USA
