Introduction. The quality and timeliness of medical care depends largely on the availability of professionalism, professional competence, qualification, education, responsibility of personnel. Therefore, a full-fledged personnel policy is necessary for the implementation of reforms and the formation of the health care system. Aim. Study and analysis of the state of staffing of the health care system of Khanty-Mansiysk Autonomous Okrug-Ugra. Materials and methods. To determine the indicators characterizing the state of staffing of the health care system of the Khanty-Mansiysk Autonomous Okrug – Ugra, the data of state and industry statistics for the period 2009-2018 were used. Results. It is revealed that the most common problems for human resources of health care of the Russian Federation remain: inadequate distribution of personnel; mismatch of goals of strategies of training and formation of health policy; imperfection of regulatory and legal mechanisms; insufficient knowledge base on human resources of health care and lack of evidence for policy formation and decision-making. Conclusion. The main task of personnel state policy is to form a professionally trained generation, highly qualified specialists and heads of medical institutions.
