Relevance. The tasks of modernization of primary link of health care initiated by the President of Russia V. Putin, the amendments to the Constitution of the Russian Federation supplementing functions of local governments with activities for providing cause need of increase in management efficiency for health care. Management forms a possibility of a system to cope with daily problems of health care and also to implement new political tasks. In this regard the importance of quantitative assessment of results of implementation of programs in the field of health care increases. Work purpose: Rendering methodical support to the persons holding administrative positions in health care concerning the choice and use of indicators for development and assessment of programs in the field of public health care. Materials and methods. Content analysis methods, information and analytical materials of the Russian and foreign news agencies, expert estimates, analytical materials and statistical data of Federal State Statistics Service, the international database of OECD.Stat are used. Results. The list of the indicators classified in groups, reflecting resource equipment of the medical organizations, availability of types of medical care and also technical efficiency is provided. The expediency of use of the concept "technical efficiency", instead of "cost efficiency" is proved, it is offered to estimate not quality, but "usefulness of medical care" as immaterial social benefit for a certain individual. Conclusions. Modernization of primary link of health care, the amendment to the Constitution of the Russian Federation about availability and quality of medical care, the prospect of restoration of municipal executive authorities in the field of health care, cause need of advance of the ways of forming of policy based on actual data in the field of health care and also to comprehensively estimate results of implementation of various programs in health care. These ways have to be based on the major resource, process and totals of medical activity, to be reflected in the state information and analytical systems and statistical forms.
