MAIN TRENDS IN THE DYNAMICS OF PROVISION OF SECONDARY MEDICAL PERSONNEL IN THE RUSSIAN FEDERATION FOR THE PERIOD 2015 – 2019

Summary:
Relevance. Secondary medical personnel are a significant part of the health care system and occupy a predominant share in the total number of medical workers in medical organizations. The availability of optimal provision of this category of personnel affects the availability and quality of medical care to the population. Currently, the health care system in the Russian Federation is characterized by a steady shortage of staff of secondary medical personnel. Purpose of work. To identify the main trends in the dynamics of provision of secondary medical personnel in the Russian Federation for the period 2015-2019. Materials and methods. Data from the Federal statistical observation form No. 30 "Information about a medical organization"was used for the study. In order to use homogeneous data, the five-year study period was chosen due to changes in the procedure for forming the reporting form from 2015. A statistical method was used in the study. Results and discussions. According to the results of 2019, the number of employees in the healthcare system of the Russian Federation is 2,992,542 people. A significant share (42.1%) of the total number of employees (including non-medical personnel) is accounted for by the SMP and 62.3% of the SMP is made up of the total number of medical and pharmaceutical personnel. Analysis of data for 5 years shows a persistent trend of decreasing the population's provision with secondary medical workers. With a reliable forecast (R2 = 0.861), the indicator of provision of secondary medical personnel will decrease. In the Russian Federation, significant territorial disparities in the provision of the population of the SMP (per 10,000 population) were revealed throughout the study period. For example, a comparative analysis by districts of the Russian Federation showed that the highest rate of provision of secondary medical personnel is in the Ural Federal district (92.40/000), and the lowest rate is in the Central Federal district (78.70/000). In 2019, the staffing level of the SMP for individuals in the Russian Federation was 74.4% (including persons without medical education), with a combination rate of 1.3. Conclusions. The dynamics of the level of provision of secondary medical personnel in the state health system of the Russian Federation from 2015 to 2019 shows the outflow of qualified personnel with secondary vocational education, which affects the formation of a shortage of personnel in medical organizations. The outflow of SMP is observed in medical organizations that provide medical care in outpatient and inpatient settings. Absolute reduction in the number of SMPS is observed in all Federal districts, except for the southern, far Eastern and North Caucasus.
