PROBLEMIC ISSUES OF THE ORGANIZATION OF PROVIDING MEDICAL CARE IN THE SPECIALTY «PLASTIC SURGERY» IN THE CONDITIONS OF THE CHANGED LEGISLATION

Summary:
Introduction. Insufficient legal regulation in the field of plastic surgery led to the emergence of medical organizations on the market of medical services that provide medical care in violation of safety standards and inadequate quality. The purpose of the study: to study and analyze the main regulatory documents regulating the provision of medical care in the profile of «plastic surgery», in order to establish the problematic issues of its organization in the conditions of changed legal regulation. Materials and methods. Using the content analysis method, a comparative analysis of the main regulatory and legal documents regulating the provision of medical care in the profile «plastic surgery», including the Procedure for providing medical care in the profile «plastic surgery» and the professional standard «doctor-plastic surgeon», was carried out. Results. Legal regulation of medical activity in the profile «plastic surgery» began in 2012 with the adoption of the corresponding Order. Due to its imperfection and the increasing number of deaths after surgical interventions in 2018, the main requirements for activities in the field of plastic surgery were revised. The new Order has significantly increased the level of requirements for the standards of equipment of offices, departments and centers of plastic surgery, the availability of advisory and auxiliary offices, which makes it difficult for low-power medical organizations to enter and operate in the market of aesthetic services. In 2020, with the adoption of the professional standard, the requirements for the level of qualification of plastic surgeons also increased, both generalized and individual labor functions were defined, depending on the level of qualification. Conclusions. The analysis of the regulatory framework governing the provision of medical care in the profile of «plastic surgery», including the current Procedure for providing medical care in this specialty and the professional standard of a plastic surgeon, allowed us to identify key points that ensure the «tightening» of requirements for both medical organizations and doctors working in this field. The main problems potentially hindering the development of plastic surgery are identified.
