SPECIFIC FEATURES OF USING THE CHI AND VHI PROGRAMS DURING COVID-19

Summary:
Relevance. The article discusses the specific features of using compulsory health insurance (СHI) and voluntary health insurance (VHI) programs during the spread of the new coronavirus infection COVID-19 in Russia in 2020.
The purpose of this work is to analyze the pecularities in the use of the CHI and VHI programs during the spread of coronavirus infection
Materials and methods. The method of content analysis was used to study the regulatory legal framework governing health insurance issues in the context of the COVID-19 pandemic and publications which reflect the features of the CHI and VHI programs in the specified period. On the basis of the secondary analysis, the materials of the Mercer Marsh Benefits company, which monitors the Russian health insurance market in the Russian Federation, were studied.
Results. For the period January-September 2020, VHI insurers collected 147.6 billion rubles in premiums, which is 1.9% less than in the same period in 2019. The number of VHI contracts concluded during 9 months of 2020 amounted to 8.3 million, having decreased by 40.9% compared to the same period in 2019. The greatest demand in the VHI system was acquired by a range of services to maintain the health of workers and the possibility of providing various kinds of benefits. When purchasing VHI policies for their employees, insurers now require taking into account the remote work format of some employees, they propose to include COVID-19 prevention and rehabilitation for those who have recovered in the VHI programs.
Discussion. In the near future, VHI has every chance to become not just a tool of paying for treatment for company employees and discharging sick leave, but also a convenient health monitoring service. The pandemic, which launched transformational processes in the medical services market and in the field of health insurance, acted as the driver of this trend, which originated earlier. At the same time, the situation with the spread of COVID-19 showed that the existing compulsory medical insurance system is not capable of functioning in extreme conditions and demonstrated the lack of responsibility of insurance medical organizations to medical organizations. The issues of combining CHI and VHI, which have been under discussion for more than 15 years, during the outbreak and sharp spread of COVID-19 in Russia in 2020, acquire a new meaning and require a solution at the moment.
Conclusion. At the present stage of development of the medical services market and the insurance market, it is necessary to reform the compulsory health insurance system and develop a mechanism for integrating CHI funds into the VHI system. The issues of combining CHI and VHI , which have been under discussion for more than 15 years, during the outbreak and sharp spread of the new coronavirus infection COVID-19 in Russia in 2020, acquire a new meaning and require an immediate solution at the moment.
