ANALYSIS OF THE CURRENT LEGAL REQUIREMENTS FOR THE QUALIFICATION OF PHARMACEUTICAL WORKERS WITH HIGHER EDUCATION (PHARMACISTS)

Introduction. The practice of pharmaceutical management shows that the legal regulation of the requirements for the qualification of pharmaceutical workers in the Russian Federation is carried out by regulatory acts, some of the provisions of which do not correspond or contradict each other. Such discrepancies are seen between professional standards, regulations that require the qualification of pharmaceutical workers with higher pharmaceutical education, as well as some licensing requirements for the names of positions, specialties, advanced training, types of documents on admission to pharmaceutical activities, the availability of postgraduate education in certain specialties. The purpose of the study: To prepare recommendations for improving the regulatory and legal regulation of the requirements of the current legislation for the qualification of pharmaceutical workers with higher pharmaceutical education (pharmacists). Materials and methods. In the course of the study, a content analysis of the regulations and legal acts in force at the time of writing was applied, in terms of the requirements for pharmaceutical positions, the qualification levels of pharmacists. The results of the study. Inconsistencies in the existing regulatory and legal documents regulating the requirements for the qualification of pharmaceutical workers with higher pharmaceutical education are identified and analyzed. Conclusions. A number of contradictions have been identified in the regulations concerning pharmacists, including: No mandatory annual professional development is required, it is required once every five years. Specialists with an accreditation certificate can not hold the positions of pharmacist, pharmacist-analyst and pharmacist-technologist, because they do not have a specialist certificate. The qualification requirements for the positions of trainee pharmacist and senior pharmacist can be set by the organization independently, since there are no regulatory requirements for them established by the regulator. A pharmacist-technologist cannot manage a structural division of a pharmacy organization. The presence in the staff of only specialists who have a certificate of accreditation, if they do not have a specialist certificate, does not allow the pharmaceutical organization to comply with the current licensing requirements. As measures to improve the legal regulation, it is proposed to make seven changes to certain provisions of normative and legal acts regulating the requirements for their qualification, eliminating the identified contradictions.
