Introduction. The use of portable medical systems is quite relevant in Russia and the world. Due to the epidemiological situation caused by COVID-19, the need to provide prompt and high-quality medical care to the population has increased significantly. More than 4 million people live in the Rostov region, as a typical agro-industrial region of Russia, but far from all residents of small towns and rural settlements of the region are provided with medical assistance. The purpose of the study is to assess the economic prerequisites for the implementation of a mobile medical clinic (PMK) in the Rostov region. Materials and methods. To assess the economic prerequisites for the creation of the PMK, a staffing table and a plan were drawn up, taking into account the taxation and pricing policy of the PMK. Based on this, a financial and economic plan for a mobile medical clinic was developed and a SWOT analysis of the project was carried out. Results. On the basis of the considered data, a project of a portable medical complex was proposed, including the work of 9 specialists of a wide and narrow profile, auxiliary personnel (mechanic, driver, master of cleanliness, receptionist). The work of the clinic will be carried out in accordance with the Tax Code of the Russian Federation and under the compulsory medical insurance program. All vehicles will be equipped not only with diagnostic equipment, but also with devices for the provision of emergency medical care. An assessment of the economic efficiency of a mobile medical clinic using an assessment of the financial and economic plan and a SWOT analysis showed that the efficiency of capital use during the operation of the PMK in the Rostov region is 25%, while the cost efficiency of production and sales of products is 75%. Conclusion. The expediency and necessity of using portable medical systems in the Rostov region has been confirmed.
