COMPARATIVE ANALYSIS OF PUBLIC PROCUREMENT BY HEALTHCARE INSTITUTIONS PROVIDING ANTITUBERCULOSIS CARE IN THE TERRITORY OF KHABAROV KRAI AND SAKHALIN REGION FOR 2018 – 2019

Summary:
Introduction (relevance). In this study, the authors analyzed public procurement by healthcare institutions providing anti-tuberculosis care in the Khabarovsk Territory and Sakhalin Region. The article presents the main results of the analysis of public procurement by medical organizations. The article of expenses related to the purchase of medicines has been studied separately. During a crisis in the country's economy, one of the most important priorities is to create conditions and mechanisms to improve the efficiency of the public procurement system. The purpose of this study was to conduct a comparative analysis of public procurement by healthcare institutions providing anti-tuberculosis care in the Sakhalin Region and Khabarovsk Territory in 2019-2020. Methods. To achieve this goal, the information presented on the official website zakupki.gov.ru was used. statistical data related to purchases within the framework of the contract system of the Regional State Budgetary Healthcare Institution "Tuberculosis Hospital" of the Ministry of Health of the Khabarovsk Territory (KGBUZ "Tuberculosis Hospital" of the Ministry of Health of the HC) and the State Treasury "). The received data was processed in Microsoft Excel. Results. The achieved indicators are lower than those of the Far Eastern Federal District, but at the same time they are 1.5 - 2 times higher than those in the Russian Federation. Almost all the territories of the Far Eastern Federal District have received great financial and technical support in recent years and, at present, have the opportunity to provide high-quality and effective anti-tuberculosis care to the population. Discussions. In order to assess the degree to which competition is ensured within the framework of the contract system, the share of purchases carried out without the use of competitive procedures was assessed. Funds for this item of expenditure in the regions are not proportional: in the Sakhalin region for the period 2018-2019. This indicator was 18 times less than the same indicator in the Khabarovsk region. For a more effective assessment of the spending of budgetary funds in the cost item "drugs", a more detailed and in-depth study of the obtained material using pharmaceuticals is necessary. economic methods of analysis: "costs - efficiency", "impact on the budget." Ultimately, this will allow the regions to adjust applications for the next periods and increase budgetary savings. Conclusions (conclusion). The main results of the analysis of public procurement by medical organizations are also presented. Indicators of the initial maximum price of contracts, the average number of bids participating in the auction, the percentage of reduction in purchases, the savings of budgetary funds by organizations are given. The results of all announced purchases in the regions are presented in the context of the nomenclature. The article of expenses related to the purchase of medicines has been studied separately.
