PECULIARITIES OF THE MEDICATION PROCUREMENT BY A MEDICAL INSTITUTION DURING THE COVID-19 EPIDEMIC

Relevance. The problems of effective management of the activities of medical institutions during the COVID-19 pandemic also became of particular relevance for the organization of pharmaceutical activities – the necessity to change the planned procurement regulations in order to provide new (temporary) divisions arose. The purpose of the work is to conduct the qualitative and quantitative analysis of the range of drugs purchased for a medical organization during the COVID-19 pandemic for 12 months of 2020. Materials and methods. The object of the study is the healthcare system and the population of the closed city of Zelenogorsk in the Krasnoyarsk Krai with a population sufficient to detail the main indicators of health, healthcare system and the organization of drug supply in the closed cities. The quality of pharmacotherapy and drug supply was assessed using the methods of the ABC/VEN analysis. Results and discussion. The article presents the results of the ABC/VEN analysis of costs for drugs born by the large multidisciplinary medical organization operating in the mode of an infectious hospital during the COVID-19 pandemic in the year 2020; all the needs of the outpatient service, mobile teams, and organization of the volunteer movement were taken into account. The results obtained are presented in comparison with the indicators of stable (epidemiologically safe) years 2010 and 2018, the dynamics of a decrease in the number of INNs by almost half and an increase in the number of separate groups of purchased drugs was investigated. This fact is a consequence of the regulation of the work of units in accordance with the medical care standards, clinical guidelines, as well as in accordance with the temporary guidelines of the Ministry of Health of the Russian Federation "Prevention, diagnosis and treatment of the novel coronavirus infection (COVID-19)." The results of the ABC/VEN analysis showed that 97.3% of all drugs purchased in 2020 were vital and 2.67% were essential; the secondary drugs were not purchased at all during the pandemic. This can be explained by the obvious reasons: routine medical care to the population hardly was provided during the period of ten months due to the fact that the medical organization performed in the mode of an infectious hospital (inpatient departments) and mobile teams (outpatient care). At the same time, group A (85% of total costs) included 79.45% of drugs of the group V, 20.55% – of the group E, drugs from the group N were not purchased.
