DYNAMICS OF PREVENTABLE MORTALITY CONTRIBUTION TO LIFE EXPECTANCY DECREASE OF KRASNOYARSK KRAI’S POPULATION BETWEEN 1999 AND 2019

Summary:
Introduction. One of the priority Russian Federation home policy tasks is increasing a life expectancy to 78 and 80 years in 2024 and 2030 years, respectively. The life expectancy increasing is attainable with an avoidable mortality decreasing. In structure of avoidable death causes, there are two major groups: preventable and treatable causes of death. Preventable mortality can be reduced with usage of effective primary prevention measures. The valid primary prevention is a result of well-coordinated state structures cooperation by the interdisciplinary approach to public safety ensuring and health protection. The overarching aim of this research is to explore contribution to life expectancy decrease by preventable mortality for estimating of life expectancy increase capability. Methods. The list of preventable death causes was created by the Organization for Economic Co-operation and Development (OECD) and the European Statistical Office (Eurostat). There are contributions to life expectancy decrease by preventable causes of death were calculated during the study and estimated using total and annual increase and decrease rates (%). Results. There are important groups of preventable causes making the greatest contribution to life expectancy decrease were defined cardiovascular diseases (32,93% of the total contribution), injuries (31,05%) and cancers (13,50%). The worst dynamics were observed for groups characterized by high life expectancy decrease contributions such as infectious diseases (increase rate is equal to 64,13%), endocrine and metabolic diseases (43,48%) and cancers (19,72%). There are pronounced changes were observed for infectious diseases: notwithstanding in 1999 contribution to life expectancy decrease by HIV was equal to zero, in 2019 the contribution was greatly raised equal to 0,397 years that is more of summary contribution by all other infectious diseases. Favorable dynamics were obtained for injuries (decrease rate is equal to 43,60%), respiratory system diseases (24,75%), alcohol-related and drug-related deaths (18,09%). Conclusion. There are groups of preventable death causes which could be obtained to pay special attention are cardiovascular diseases, cancers and infectious diseases. Effective primary prevention is able to decrease the preventable mortality rates and increase the life expectancy of Krasnoyarsk Krai’s population.
